Commission rate, cookie window and payout schedule are shown on your partner dashboard when your application is approved, so the terms you agree to are the terms actually running on the account. Referrals are attributed when a carrier issues the policy, since that is the point at which any commission exists at all.
One rule we are strict about: no incentivised or coerced referrals, and no promising a specific premium on our behalf. Insurance placement is regulated, and referral arrangements have to respect the rules in the states we are licensed in.
